Lawrence C. McQuade serves as Chairman of the Board for NNRF Inc.. From 1997 to 2005, Mr. McQuade served as the founding partner of River Capital International, a financial services business focusing primarily on
Russia and Eastern Europe and the manager of the Volga Fund, an open-ended limited partnership investing in Russian securities. From 1995 to 2005, Mr. McQuade served as Chairman of Qualitas International,a consulting company that worked with PriceWaterhouse as advisors to the Russian Federal Securities Commission on the commencement of the Russian mutual fund industry. During the period 1988 to 1995, Mr. McQuade served as Vice Chairman of Prudential Mutual Fund Management, Inc., serving as
President and chairing all board meetings of each of the 39 open-end and 5 closed-end mutual funds with $48 billion of assets under management as of 1995. Mr. McQuade served as Executive Vice President and Director of
W.R. Grace & Co. from 1975 to 1987 directing all administrative functions other than the financial function of a $7.3 billion diversified corporation in the chemical, natural resources and selected consumer businesses.
From 1969 to 1975, Mr. McQuade served as President and Chief Executive Officer of Procon Incorporated, an engineering-construction subsidiary of Universal Oil Products Company which designed and built petroleum refineries, chemical and gas plants
throughout the world, including what was then the largest liquid natural gas plant in the world in Brunei for Shell, Mitsubishi and the Sultan of Brunei. For the six years prior to Procon, Mr. McQuade served as the Assistant Secretary for the U.S. Department of Commerce with responsibilities for both domestic and international bureaus comprising 42 field offices in the U.S. and 6 overseas trade centers consisting of 2,000 personnel and a $38 million budget. Mr. McQuade served as the Assistant to the Assistant Secretary for International Affairs of the U.S. Department of Defense from 1961 to 1963. Mr. McQuade worked with Assistant Secretary Paul Nitze on politico-military policies, including NATO strategy, military assistance, arms control, the 1961 Berlin crisis, the 1962 Cuban missile crisis and early decisions on Indo-China. Mr. McQuade commenced his career in 1954 at Sullivan & Cromwell, an international law firm where he handled corporate and securities matters for investment banking clients, as well as antitrust, mergers and acquisitions, and international transactions.
Education
Mr. McQuade earned a B.A.in Economics, Cum Laude, from Yale University, a B.A. in Jurisprudence and a M.A. from Oxford University, and a L.L.B. from Harvard University, Cum Laude. Additionally, Mr. McQuade was a 1956 Rhodes Scholar. A member of the New York and District of Columbia Bars, Mr. McQuade has previously served as a director, trustee and advisor to many well known companies and organizations.

NNRF Inc.’s President is J. Holt Smith. In 1966, Mr. Smith was a briefing attorney for the Supreme Court of Tennessee. In 1967, he joined the Fort Worth Texas firm of McDonald, Sanders, Ginsburg, Phillips, Maddox and Newkirk becoming a partner in 4 years. In 1979, he joined The United States Trust Company of New York opening their Beverly Hills, California office. In 1980, he passed the California Bar and became a member of the Los Angeles law firm of Bushkin, Gaims, Gaines and Jonas serving as head of the Securities Department. From 1988 to present he practiced law with his own firm, Smith & Associates during which time he also joined the politically active firm of Kelley, Lytton & Vann in Los Angeles. Mr. Smith brings a wealth of experience in business and securities law that will be instrumental in guiding NNRF Inc. through its various stages of growth.

John Holt Smith is a graduate of Vanderbilt University with a Bachelor of Arts degree in English and Philosophy and a Juris Doctorate degree in Law in 1966. In undergraduate school he was President of the Student Court and in Law School, President of the Honor Council.

Peter Goerke brings a wealth of success and talent to NNRF Inc.. Mr. Goerke lives in Germany, but was educated in Russia and has been doing business there for the past 16 years. With a specialization in economics and business administration, Mr. Goerke was appointed to help with privatization efforts in Krasnoyarsk, Russia by the German Treuhandanstalt in 1993. Mr. Goerke has consulted for many German companies doing business in Russia and has also taught economics, business administration and economic law at the Deutsche Private Finanzakademie AG in Munich. Mr. Goerke’s talents in facilitating business between Germany, the US and Russia and his fluency in German, Russian and English have made him an indispensable part of the NNRF Inc. team.

J.P. Todd Sinclair serves as Chief Financial Officer of NNRF Inc.. Mr. Sinclair commenced his career as an auditor with Price Waterhouse and served in various capacities for a period of eight years. From 1985 to
1992, Mr. Sinclair served as Chief Financial Officer and Secretary of XCAN Grain Ltd., at that time Canada's largest privately owned grain exporter with annual sales and shipment of grains ranging of more than $500MM. Mr. Sinclair oversaw all foreign exchange activities, documentary negotiations and trade finance ($100MM + lines of credit). From 1992 to 1994, Mr. Sinclair served as Controller/Chief Financial Officer of BSE Limited, Canada's largest golf course contractor/builder. From 1994 to 1996, Mr. Sinclair served as Vice President Finance and Corporate Secretary of AVCAN Limited, a publicly traded company involved in early stage GPS technology. Since 1997, Mr. Sinclair served as a consultant to several public and private operating companies.

Chief Scientist - Prof. Valery Lebedev, PhD..................................

Overseeing all of NNRF Inc.’s management and operations is its CEO, Dr. Valery Lebedev, who is currently the Advisor to the Russian Minister of Atomic Energy and Deputy General Director of the Mining Chemical Combine at Zhelesnogorsk where NNRF Inc. plans on conducting much of its nuclear waste storage business. After receiving his PhD from the Moscow Institute of Energetics, Dr. Lebedev, quickly worked his way up at the Mining Chemical Combine from Engineer to General Director of the facility. During this time, he was also appointed as the Deputy Minister of the Ministry of Atomic Energy (1999-2002). Through his scientific and management skills and persistence, Dr. Lebedev has gained the trust of many of his colleagues in the international nuclear industry which has provided NNRF Inc. with an essential advantage in its marketing activities. Prof. Lebedev enjoys the highest status of science in the Russian Federation as an Academician of the Russian Federation.

Mr Lebedev has held several posts for over 11 years with the Russian Ministry for Atomic Energy including Engineer and Physicist for the Research-and-production association "Red Star " (Krasnaya Zvezda) where he handled computations and designing of special nuclear reactors, research and development for the All-Union Scientific & Research Institute of Chemical Technology, engineer and expert for the foreign trade company "??chsnabexport" handling elaboration and execution of export contracts for delivery of produce (nuclear fuel) for foreign Nuclear Plants (Finland, Czech Republic, Slovak Republic,) as well as participation in preparation of the contract for construction and delivery of fuel for Iranian Nuclear Plant.
Mr. Lebedev has also served as the Directorate of the Economic Association "Polytechnologia" (Moscow) as chief expert, Commercial Director of commercial and industrial company "Stamp. L.T.D."(Krasnoyarsk) as well as the General Director of "Letan" ltd (Moscow) supplying Moscow region with polymeric products.
Finally for the last five years Mr. Lebedev has served as the Moscow Representative for "Advanced Technologies Industries, Inc." (a Delaware Corporation) as a scientific advisor designing project documents, negotiations and support of business relations as well as an advisor to the Innovation Department at Pacioli an Audit Company in Moscow Mr. Lebedev where he was involved in the development of new services, such as creation of quality systems, reengineering of business processes for enterprises.

Marketing and operations at OOO NUCON-RUS in Moscow are headed up by General director, Alexander Stepanenko. Mr. Stepanenko was ediucated and worked as a lawyer in Russia between 1987 and 1996. In addition, he has had over 10 years of experience as Managing Director for several Russian companies including an auto trade group, a construction services company, and a German shipping and forwarding company. His experience has helped him to develop expertise in marketing, negotiations and import/export operations and legal issues which he will utilize to ensure NNRF Inc.’s success.

Mr. Rose is widely considered as one of the leading managers in the nuclear
shielding materials field. Since 1999, Mr. Rose has operated RCE Rose
Consulting & Engineering (RCE). RCE has provided various on-site
radiological shielding solutions, including dosimetry services, as well as
nuclear power plant safety training programs to nuclear utility companies in
the European Union. These companies include British Nuclear Fuel
Corporation, Risley, U.K., Siemens KWU, Erlangen, ENSA, Santander, Spain and
others.
Prior to founding RCE, Mr. Rose held advanced positions at several European
companies manufacturing products for use in nuclear power plants. Mr. Rose
was engaged as a project engineer, a radiation protection officer, and
marketing and sales manager. These companies included NOELL GmbH, NUKEM
Group and VOEST ALPINE mce.
Mr. Rose's primary responsibility with NNRF Inc. will be the operations director
of task oriented engineering solutions and sales of NNRF Inc.’s shielding,
decommissioning and recycling technology portfolio to nuclear utilities and
multinational nuclear service companies.
NNRF Inc.’s Director of Shielding and Decontamination Technologies and the
inventor of FEECOM/BIECOM, Dr. Hans-Jürgen Engelmann, stated, “We are

Head of Decommissioning Projects /
Member NNRF Board of Advisors - Victor D. Akhunov....................
As the former department head of the Department for Decommissioning of Nuclear and Radiation Hazardous Facilities of the Federal Agency for Atomic Energy of the Russian Federation, Mr. Akhunov is recognized as the most knowledgeable and experienced expert on current and future decommissioning projects in the Russian Federation by the European Union (“EU”), the European Bank of Reconstruction and Development and the donor countries of the G-8. Mr. Akhunov has been involved since inception in the planning and execution of the projects located at Andreyeva Bay, Sayda Bay, Germikha Bay, the nuclear storage vessel LEPSE in Murmansk harbor, and the decommissioning projects in the Far East at Valadivostock. An initial $4 billion dollars has been pledged for these major projects, which are anticipated to continue through the year 2015.
Mr. Akhunov’s primary responsibility with NNRF will be managing the relationships with multinational nuclear service companies, the Federal Agencies of Nuclear Energy of the Russian Federation and with the European Bank of Reconstruction and Development as the disbursement agent for the G-8 in the decommissioning projects, both current and future, in the Russian Federation.
Over the last year Lilia Khuzina has worked as a translator and interpreter for a holding unit “ERA AES” that effects deliveries of equipment for ore mining, power engineering, oil and gas, petrochemical and nuclear industries. She has previously worked for the company “MEGAPAGE” specializing in car theft preventive technologies as a translator with secretarial co-responsibilities. Lilia also brings a wealth of experience in translation work in a multitude of fields including: assisting foreign adoptive parents, supplying material for budding researchers to carry out scientific investigations, agricultural equipment and the Minsk City Executive Committee as a full-time translator.

Graduated from Minsk State Linguistic University in 2003 with honors and a Bachelor’s Degree qualified as a linguist and translator from/into English and German with co-specialization in International Economic Relations.
